.Auburn Municipal Civil Service
Meeting –2/3/05    Minutes
The meeting was called to order at 11:00 am.   Sec. Fulton took the roll. Present was Comm. Welch, Comm. Camardo and Comm. Brennan. Also present was Gary Giannotta, Police Chief and Tom Leone, Corporation Counsel. Also Martha Buckingham representing her son, Todd Stilphen.
Approve minutes
Correction to the minutes of January 2, 2005 made by Comm. Camardo. Motion to amend and accept these minutes made by Comm. Brennan  and  seconded by Comm. Camardo.  Minutes accepted 3-0.
New Business
Fire Dept.
Chief Quill has asked that the issue of New York State standards for fire personnel be tabled until next meeting. Motion to table made by Comm. Welch and seconded by Comm. Camrado. Motion carried 3-0.
        
Old Business
1.Police Dept.
1.      Review roster and establish eligible list for the Police Officer exam #68-535. Motion to establish list made by Comm. Brennan and seconded by Comm. Camardo. Motion carried 3-0.
2.      Memo from the City Manger presented by Chief Giannotta. City Manager asks that the Police Captain exam be given this  year as there are only two names on the current Police Captain list. Motion to order new exam made by Comm. Brennan and seconded by Comm. Welch, Motion carried 2-1 as Comm. Camardo voted no.
3.      Further discussion of backgrounds checks to be completed on the successful candidates from the recently held Police Officer exam which  was held in December 2004.
Comm. Brennan and Comm. Camardo stated that they fell the background checks should be returned to the Civil Service Dept. as the Police to the checks per permission given them by this Commission. They fell that it is the Commissions   responsibility to do the checks and we give that permission to the Police Dept as that the checks are actually property of this Commission. Mary Carli, the consultant from New York State Division of Civil Service should be contacted and asked   the state’s view of background checks  and what they suggest as to the process of storing and handling this confidential material.
Motion made to table discussion of backgrounds checks until the next meeting.

Public Works Dept.
Martha  Buckingham is representing her son, Todd Stilphen, a current resident of the state of Florida be allowed to take the Director of Recreation exam scheduled to be held on March 5, 2005. After a discussion of the announcement and prior decision of this commission that only City residents are eligible for the exam it is decide that Mr. Stilphen does not meet the residency requirement for this exam.

School  District
J D Pabis, Asst. Superintendent  has sent a  written request that he residency for the upcoming Computer Operations Support Specialist  be the Auburn Enlarged school district. Motion to make this the  residency for this exam made by Comm. Brennan and seconded by Comm. Welch. Motion carried 3-0.
A discussion also held for the residency requirement for the upcoming firefighter exam. The New York State Civil Service requirement for firefighters is that the county of jurisdiction is the residency requirement to take the firefighter exam.
